I want to buy a hd monitor/tv (Samsung Touch Of Color T220HD 22-inch LCD HDTV Monitor). I do not know if it is worth it as my video card does not have hd output. Any comments and tips will be greatly appreciated.

I am assuming you are stating that your PC does not have an HD output since it is lacking HDMI port? The good news is that any computer that is capable of displaying a resolution of 1024×768 or higher is considered High Definition.
The Samsung T220HD has 15pin D-sub, DVI-D, and 2 HDMI Ports, so you can still connect your existing PC to it, and since hd monitors can easily outlast your PC, you have the options of using the DVI-D or HDMI if and when you decide to upgrade your PC.
